Liston Berates Board’s Decisions

Prior to the July Charlotte County Board of Supervisors Meeting- a meeting was scheduled on June 29th  that included Randy Holmes, architect for the county on the Courthouse Project and Warren Byrd and Susan Nelson volunteer architects advising on the project.

The meeting was attended by Chairman Haywood Hamlet, Courthouse Committee Chair Butch Shook, the architects, Administrator R.B. Clark, Kathy Liston and P.K. Pettus.

At the July board meeting both Pettus and Liston referenced an alleged deal that came out of this meeting. It is unclear how an informal discussion could result in a mandate to the board.

It is also unclear why Pettus and Liston were involved in a negotiation as they have no official standing in the process.

A site plan was presented to the board showing the compromises. At that point, even though the contract had been awarded earlier in the meeting, the board voted unanimously to discuss the possibility of “change orders” to incorporate the changes shown on the site plan.

Following the vote, apparently Liston and Pettus realized the site plan presented (and shown on the projector) did not incorporate closing one of the access roads.

In an email to Chairman Hamlet on July 15th (see page C1) which the Messenger obtained via FOIA, Liston berates  Clark, Walker, and Shook for “making us look like fools” and tells Hamlet he needs “to take control and say ENOUGH!”

Liston alleges a meeting between Clark, Walker and Nan on July 14th that “caused Nan to start waffling”.  If the Nan referred to in the email is Nan Colley, Clerk of the Court, Colley stated she did not meet with Walker and Clark on the 14th.  Walker also denies meeting with Colley.

Liston also alleges an illegal meeting of the courthouse committee on June 29th at Walker’s office that resulted in the site plan changes Liston and Pettus did not notice at the board meeting.

Liston ends her email to Chairman Hamlet with: “It is your moral duty to put a stop to this — PLEASE!  We do not want to reopen this battle publicly — but we will.”
