Charlotte Board appoints Courthouse Panel: Schedules Public Presentation on Courthouse Proposal

The Charlotte County Board of Supervisors met Tuesday, October 7 for the regular meeting. The meeting opened and was immediately adjourned for a closed session to “discuss litigation.” Following a lengthy closed session the board returned to open session.

In the public comment period P.K. Pettus addressed the board regarding the various plans presented for the courthouse renovations.

The board returned to closed session.  Upon returning to open session a proposed resolution was presented by Robert L. Shook regarding the appointment of an advisory panel ordered by Judge Robert P. Doherty, Jr in last month’s hearing.

The resolution includes the timeline for the Courthouse project and states:

Circuit Court Judge Designate Robert P. Doherty, Jr. presided over a hearing on September 15, 2014. At that hearing, Judge Doherty stated his intent to enter an order directing the County to appoint an advisory panel pursuant to Section 15.2-1643 and further directing that the advisory panel report on its work to the Court within 90 days after appointment. An order based on the Court’s direction has been prepared but has not yet been entered.

 

NOW, THEREFORE, be it Resolved, by the Board of Supervisors of Charlotte County as follows:

 

The following individuals are appointed to the Courthouse Advisory Panel pursuant to Virginia Code § 15.2-1643:

Robert S. Mills, AIA, CID, NCARB, Principal, Commonwealth Architects, Richmond, Virginia.

Bert Jones, Architect, Associate Vice Chancellor for Facilities Management Services, Virginia Community College System, Richmond, Virginia.

Dan M. Pleasant, P.E., Chief Operating Officer, Dewberry and Davis, Fairfax, Virginia.

Kathleen Kilpatrick, Executive Director, Capitol Square Preservation Council, Richmond, Virginia.

Robert L. Shook, Jr., Member, Board of Supervisors of Charlotte County.

The Board of Supervisors requests that the panel review the court facilities in question and make recommendations to the Board of Supervisors and Judge Doherty concerning the construction or repairs deemed necessary pursuant to Section 15.2-1643.

The County Administrator is authorized and directed to make appropriate compensation and expense reimbursement arrangements with the panel members on the compensation basis proposed by the panel members.

County staff is directed to provide all documentation and information requested by the panel to assist in its efforts.

The Clerk is directed to provide an attested copy of this Resolution to Judge Doherty and the Commonwealth.  

The Resolution was carried by a unanimous vote.

Following the vote Supervisor Gary D. Walker proposed a Public Presentation on the Courthouse Proposal on October 30 at 7:00 p.m. in the Randolph-Henry High School auditorium so the public and taxpayers could be informed on the progress and plans.

That motion was also approved unanimously.
